SIARDAILY, Jakarta – Rumah susun atau rusun bagi Aparatur Sipil Negara (ASN) dan pegawai Pertahanan Keamanan di Ibu Kota Negara (IKN) Nusantara, Kalimantan Timur, mulai dibangun pemerintah. Pembangunan 47 tower ASN-Hankam dilaksanakan selama 19 bulan, dengan target selesai seluruhnya pada Desember 2024.
Dirjen Perumahan Kementerian Pekerjaan Umum dan Perumahan Rakyat (PUPR) Iwan Suprijanto mengatakan, setelah selesai proses lelang oleh Direktorat Jenderal (Ditjen) Bina Konstruksi Kementerian PUPR, dilakukan penandatanganan kontrak secara simbolis sebanyak 47 tower rusun ASN-Hankam antara Ditjen Perumahan Kementerian PUPR dengan penyedia jasa.
“Kami mendapat challenger dari Bapak Menteri, minimal pada Juli 2024 sudah terbangun 12 tower beserta meubeler-nya, sehingga sudah dapat langsung dihuni,” kata Iwan pada acara Seremonial Penandatanganan Kontrak Pekerjaan Pembangunan 47 Tower Rumah Susun ASN-Hankam di Auditorium Kementerian PUPR, Jumat 25 Agustus 2023.

Rusun ASN-Hankam berlokasi tersebar di Kawasan Inti Pusat Pemerintahan (KIPP) dan IKN sub-WP 1A, dengan total lahan seluas 45,91 hektare. Masing-masing tower dibangun setinggi 12 lantai, terdiri dari lantai satu dan dua dimanfaatkan untuk podium fasos/fasum (fitness, public space, dsb), sedangkan 10 lantai sisanya untuk hunian.
Dalam proses pembangunan rusun ASN-Hankam di IKN Nusantara, Kementerian PUPR menerapkan sedikitnya tiga kriteria pelaksanaan pembangunan dengan prinsip environmental, social, and governance (ESG) atau lingkungan, sosial, dan tata kelola (LST).
“Kita dituntut tidak hanya merencanakan bangunan yang canggih yang dapat dibanggakan dan sebagai sebuah show case tingkat dunia untuk penerapan bangunan hijau dan cerdas dengan teknologi terkini yang mendukung pengurangan efek gas rumah kaca,” tambah Iwan.
Secara keseluruhan, dari 47 tower rusun ASN-Hankam memiliki total 2.820 unit dengan tipe 98 meter persegi (m2) untuk tiap unitnya. Pembangunan rusun terdiri dari 31 rusun untuk ASN dengan jumlah 1.860 unit untuk menampung 5.580 orang.
Kemudian, rusun Hankam terdiri dari tujuh rusun untuk personel Polri dan Badan Intelijen Negara (BIN), serta sembilan rusun untuk Pasukan Pengamanan Presiden (Paspampres) dengan total 960 unit menampung 2.880 personel.
Pembangunan 47 tower rusun ASN-Hankam terdiri dari enam paket pekerjaan fisik dan empat paket manajemen konstruksi total anggaran senilai Rp9,4 triliun. Paket 1 Rusun Polri dan BIN oleh penyedia jasa (KSO) Adhi – Nindya – Wiratman, Paket 2 Rusun Paspampres oleh PT Wijaya Karya Bangunan Gedung, Paket 3 Rusun ASN 1 oleh PP – Urban – Jaya Konstruksi (KSO), Paket 4 Rusun ASN 2 oleh PT Hutama Karya, Paket 5 Rusun ASN 3 oleh PT Waskita Karya, Paket 6 Rusun ASN 4 oleh Abipraya – Deta (KSO).
Iwan mengingatkan kepada para penyedia jasa, Pejabat Pembuat Komitemen (PPK), dan Kepala Satuan Kerja (Kasatker) untuk selalu bertindak profesional, kerja cepat, kerja keras, dan kerja produktif, memeriksa permasalahan di lapangan dan aktif menemukan solusi, serta berorientasi pada hasil nyata.
Iwan juga menekankan, untuk menjalankan prinsip 7 T, yakni Tepat Waktu, Tepat Mutu dan Estetika, Tepat Biaya, Tepat Administrasi, Tepat Manfaat, serta Tanpa Temuan dan Tanpa Aduan.
Bangun IKN sebagai Kota Modern
Sementara itu, Kementerian PUPR mendapatkan tugas untuk membangun infrastruktur dasar Ibu Kota Negara (IKN) Nusantara di Kalimantan Timur, termasuk bangunan kantor pemerintahan di Kawasan Inti Pusat Pemerintahan (KIPP).
Menteri PUPR, Basuki Hadimuljono mengatakan, pembangunan IKN bukan sekadar memindahkan kota dan gedung-gedung pusat pemerintahan, tetapi juga merencanakan pusat perkotaan yang modern dengan prinsip IKN Nusantara sebagai suatu Future Smart Forest City of Indonesia.
Ketua Satuan Tugas Pelaksanaan Pembangunan Infrastruktur IKN, Danis H Sumadilaga mengatakan, pemerintah terus mendorong kepada para kontraktor untuk dapat terus berinovasi dalam pemanfaatan teknologi mulai dari perencanaan hingga pembangunan.
“Pembangunan IKN merupakan kesempatan yang baik untuk menata kota sesuai dengan teori, aturan, dan sebagainya, karena pembangunan kota betul-betul dimulai dari awal. Pembangunan IKN bukan hanya pembangunan fisik saja, tetapi di situ ada transformasi kehidupan dan transformasi pekerjaan terutama dalam hal pemanfaatan teknologi,” kata Danis.
Sebagai contoh penerapan inovasi teknologi, Danis mengatakan, saat ini seluruh desain perencanaan konstruksi tmemanfaatkan Building Information Modelling (BIM) untuk mempercepat pembangunan konstruksi gedung dan bangunan.
BIM adalah salah satu sistem, manajemen, metode, atau runtutan pengerjaan suatu proyek dengan mensimulasikan seluruh informasi ke dalam model tiga dimensi. Hal itu dilakukan dengan pemodelan dinamis dan real time tiga dimensi dengan memanfaatkan sistem berbasis data. Penggunaan BIM dalam pekerjaan konstruksi , proses desain, pengadaan, dan pelaksanaan konstruksi dapat dengan mudah terhubung.
Danis mengatakan, sejumlah inovasi lainnya juga mulai disiapkan untuk mewujudkan IKN Nusantara sebagai kota modern, seperti pembangunan Sarana Jaringan Utilitas Terpadu (SJUT) berupa box beton untuk utilitas bawah tanah sekaligus drainase, sehingga tidak ada lagi utilitas kabel di luar yang membahayakan.
“Contoh lainnya di IKN, nanti juga disiapkan SPAM (Sistem Penyediaan Air Minum) yang memang sudah berstandar siap dan aman diminum tanpa dimasak ulang,” kata Danis.
Berdasarkan data hingga 10 Agustus 2023, progres konstruksi infrastruktur dasar IKN tahap pertama mencapai 40,01 persen dan seluruh kegiatan masih terjaga dari sisi jadwal pelaksanaan (on schedule). Konstruksi infrastruktur dasar IKN tahap ini yang kontrak pekerjaannya dimulai sejak 2021, seperti pembangunan jalan tol akses IKN tahap pertama, Bendungan Sepaku Semoi, Istana Negara, dan Kantor Presiden.
