SIARDAILY, Lombok Barat – Presiden RI Joko Widodo (Jokowi) meresmikan lima Inpres Jalan Daerah (IJD) dan Bendungan Tiu Suntuk di Provinsi Nusa Tenggara Barat (NTB) pada Kamis 2 Mei 2024.
Presiden Jokowi mengatakan, pembangunan IJD TA 2023 di Provinsi NTB telah selesai dilaksanakan pada lima ruas jalan. “Pada tahun lalu telah dibangun dan diperbaiki lima ruas jalan di empat kabupaten, yaitu Lombok Barat, Sumbawa Barat, Sumbawa dan Bima. Total panjang 40,6 kilometer dan menghabiskan biaya Rp211 miliar,” kata Presiden Jokowi dalam keterangan resminya.

Dengan alokasi anggaran yang tidak kecil tersebut, Presiden Jokowi berharap kecepatan logistik dan distribusi akan semakin baik. “Dan, jalan menuju ke kawasan-kawasan produktif, baik itu kawasan pertanian atau kawasan perkebunan, semuanya bisa ditunjang oleh jalan yang baik,” ujarnya.
Sementara itu, Menteri Pekerjaan Umum dan Perumahan Rakyat (PUPR) Basuki Hadimuljono mengatakan, pelaksanaan IJD mengacu pada Instruksi Presiden (Inpres) Nomor 3 Tahun 2023 tentang Percepatan Peningkatan Konektivitas Jalan Daerah. Pada TA 2023, Kementerian PUPR melalui Direktorat Jenderal Bina Marga mengalokasikan anggaran sebesar Rp14,6 triliun secara nasional untuk penanganan 2.873 km jalan daerah di seluruh Indonesia.
“IJD menangani ruas jalan Provinsi, Kabupaten, atau Kota yang rusak dan menghubungkan kawasan-kawasan produksi. Misalnya pertanian, wisata, termasuk transportasi logistik seperti pelabuhan. Untuk tahun 2024 ini, IJD masih terus dilanjutkan dengan anggaran sekitar Rp15 triliun (nasional),” jelasnya.
Staf Ahli Menteri PUPR V Bidang Teknologi, Industri dan Lingkungan, Endra S. Atmawidjaja menambahkan, Provinsi NTB memiliki potensi pariwisata yang besar. Sehingga, perlu dukungan infrastruktur jalan yang baik. “Seluruh ruas jalan di Pulau Lombok, nantinya akan terhubung menjadi satu sistem jaringan jalan. Kita lakukan secara bertahap dan kita evaluasi sesuai prioritas usulan pemerintah daerah dan pemenuhan readiness kriterianya,” ujarnya.
Sedangkan Kepala Balai Pelaksanaan Jalan Nasional (BPJN) NTB Indra Cahya Kusuma mengatakan, IJD TA 2023 pada Provinsi NTB tersebar di ruas Lembar – Sekotong – Pelangan (segmen Lembar – Gilimas) di Kabupaten Lombok Barat, ruas Polamata – Jelanga di Kabupaten Sumbawa Barat. Kemudian, ruas Sabedo Dalam – Bukit Planing, dan ruas Lenangguar – Teladan di Kabupaten Sumbawa, serta ruas Wilamaci – Karumbu – Sape di Kabupaten Bima.
“Pada tahun 2024, nanti akan dilanjutkan 12 ruas IJD di Provinsi NTB. Saat ini, sedang dalam proses revisi DIPA, dan kami harapkan pada minggu ketiga Mei 2024 ini sudah keluar revisinya. Sehingga, konstruksi bisa dimulai pada Juni 2024, dan mudah-mudahan semua bisa tuntas pada Desember 2024 untuk bisa segera bermanfaat bagi masyarakat,” tutur Indra.
Bendungan Tiu Suntuk
Semetara itu, Presiden Jokowi juga meresmikan Bendungan Tiu Suntuk di Kecamatan Brang Ene, Kabupaten Sumbawa Barat, Nusa Tenggara Barat (NTB).
Presiden Jokowi mengatakan, perubahan iklim menyebabkan air menjadi kunci bagi kehidupan ke depan, utamanya di NTB, baik untuk pertanian maupun air baku. Untuk itu, pemerintah dalam 10 tahun ini membangun enam bendungan di NTB.
“Bendungan Tiu Suntuk ini menjadi salah satu bendungan besar di NTB yang menghabiskan anggaran Rp1,4 triliun. Kapasitasnya 60,8 juta m3 (meter kubik) dan manfaatnya untuk irigasi 1.900 Ha (hektare) dan air baku 68 liter/detik, serta bisa mereduksi banjir di sekitar Sumbawa Barat,” ujarnya.
Direktur Jenderal Sumber Daya Air Bob Arthur Lombogia menjelaskan, Bendungan Tiu Suntuk akan melayani irigasi pada D.I Tiu Suntuk seluas 530 Ha dan menambah suplai irigasi eksisting di D.I Kalimantong I seluas 1.370 Ha yang mencakup wilayah Kecamatan Taliwang dan Kecamatan Brang Ene.
“Bendungan ini nantinya juga berpotensi menyuplai air irigasi D.I Lang Desa di Kecamatan Jereweh seluas 2.100 Ha, sehingga total potensi suplai air irigasi dari Bendungan Tiu Suntuk bisa mencapai 4.000 Ha. Suplai air irigasi ini akan meningkatkan indeks pertanaman menjadi 300 persen, sehingga para petani bisa panen 3 kali dalam setahun,” ujarnya.
Selain itu, bendungan dengan luas genangan 321,52 Ha ini juga memiliki potensi Pembangkit Listrik Tenaga Mikrohidro (PLTM) sebesar 0,8 Megawatt dan reduksi banjir sebesar 439 m3/detik atau seluas 489 Ha, khususnya di Kecamatan Taliwang yang merupakan daerah rawan banjir. Bendungan ini juga berpotensi sebagai tempat konservasi, tempat pariwisata, dan perikanan darat.
Pembangunan Bendungan Tiu Suntuk dilaksanakan pada tahun 2020-2023. Pekerjaan konstruksinya dilakukan dalam dua paket, di mana Paket I dilaksanakan oleh PT Nindya Karya dan PT Bahagia Bangun Nusa (KSO), sedangkan Paket II oleh PT PP-Marfri (KSO). (asp)
