SIARDAILY, Balikpapan – Kementerian Pekerjaan Umum dan Perumahan Rakyat (PUPR) terus berupaya meningkatkan konektivitas menuju kawasan Ibu Kota Negara (IKN) Nusantara. Salah satunya, dengan melakukan percepatan pembangunan jalan tol IKN yang menjadi akses menuju Kawasan Inti Pusat Pemerintahan (KIPP) IKN.
Jalan tol ini nantinya akan terhubung dengan jalan tol Balikpapan-Samarinda (Balsam), sehingga mempersingkat jarak tempuh dari Balikpapan menuju KIPP IKN. Dari yang sebelumnya sekitar dua jam, menjadi hanya sekitar 30 hingga 45 menit.
“Harus ada yang membedakan jalan tol IKN dengan jalan tol lainnya. Perhatikan dan pastikan kualitas jalan dan lingkungan sekitarnya, termasuk tanaman juga harus berbeda dengan yang selama ini sudah ada. Jadi, desainnya harus kita perhatikan betul. Kalau di ruas-ruas tol lainnya, kita lihat pohon-pohon hanya satu-dua jenis dalam satu deret. Kalau di sini, nanti tiga deret dengan jenis yang variatif,” kata Menteri PUPR Basuki Hadimuljono dalam kunjungan kerjanya ke Provinsi Kalimantan Timur, Rabu 20 September 2023).

Menteri Basuki juga mengatakan, pekerjaan pembangunan jalan tol IKN ini sudah bagus. Namun, ia menginstruksikan untuk penambahan drainase pada badan jalan tol IKN. Juga, perlu percepatan pelaksanaan, sehingga pekerjaan dapat selesai tepat waktu.
“Mohon ditambahkan drainase, sambil menyelesaikan konstruksi badan jalannya, supaya tidak terjadi genangan air saat hujan. Dan, tolong diatur juga skema percepatan pekerjaannya, jadi targetnya disesuaikan. Diatur juga penggunaan alat konstruksi dan jumlah pekerjanya agar maksimal,” ujarnya.
Sementara itu, Direktur Jenderal Bina Marga, Hedy Rahadian mengatakan, pembangunan jalan tol IKN Segmen 3A-3B dan 5A (Karang Joang – KKT Kariangau – Simpang Tempadung – Jembatan Pulau Balang) dilaksanakan terlebih dahulu, karena terdapat jembatan-jembatan penghubung dalam paket pekerjaannya. Sehingga, dapat mempercepat sekaligus mempermudah perjalanan dari Balikpapan menuju KIPP IKN.
“Setelah selesai, nanti akan djlanjutkan dengan pembangunan segmen 5B, 6A-6B. Nanti akan tersedia empat hingga enam lajur, tetapi waktu yang dibutuhkan hanya sekitar 45 menit untuk sampai ke IKN. Kementerian PUPR ingin pada 2024 nanti, perjalanan menuju IKN sudah menggunakan jalan tol, sehingga percepatan pekerjaan perlu dilakukan,” tutur Hedy.
Kepala Balai Besar Pelaksanaan Jalan Nasional (BBPJN) Kalimantan Timu,r Reiza Setiawan mengatakan, pembangunan Jalan Tol IKN yang saat ini sudah berjalan terdapat pada tiga seksi, yakni Seksi 3A Karangjoang-KKT Kariangau sepanjang 13,4 km, Seksi 3B KKT Kariangau-Simpang Tempadung sepanjang 7,3 km, dan Seksi 5A Simpang Tempadung-Jembatan Pulau Balang sepanjang 6,7 km.
“Saat ini, untuk progres pada Segmen 3A sebesar 22 persen, Seksi 3B sebesar 36 persen, dan Seksi 5A sebesar 53 persern. Ketiga seksi ini ditargetkan rampung pada pertengahan tahun 2024,” kata Reiza.
Reiza juga menambahkan, pada paket pekerjaan Seksi 3A dibangun pula Jembatan Sungai Wain dengan panjang 913 meter di sisi utara dan 916 meter di sisi selatan. Serta, Jembatan Dirgahayu pada paket pekerjaan Seksi 5A. Adapun desain kedua jembatan ini dibuat oleh seniman Nyoman Nuarta.
“Saat ini, pelaksanaan konstruksi sedang berjalan. Pembebasan lahan juga terus dikerjakan. Nanti akan dilanjutkan juga dengan paket pekerjaan overpass, beautifikasi, termasuk tambahan ramp-nya,” tutur Reiza. (asp)
