SIARDAILY, Jakarta – Kementerian Pekerjaan Umum dan Perumahan Rakyat (PUPR) mendapatkan penambahan anggaran sebesar Rp2,37 Triliun dari pagu awal Kementerian PUPR TA 2024 sebesar Rp147,37 Triliun menjadi Rp149,74 Triliun.
Besaran anggaran tersebut diprioritaskan pada program nasional sesuai dengan tema Rencana Kerja Pemerintah (RKP) tahun 2024 ‘Mempercepat Transformasi Ekonomi yang Inklusif dan Berkelanjutan’.
Menteri PUPR, Basuki Hadimuljono mengatakan, dalam pelaksanaan program belanja infrastruktur TA 2024 Kementerian PUPR fokus pada penyelesaian pekerjaan konstruksi yang sedang berjalan (Multi Years Contract), mengoptimalkan infrastruktur yang terbangun melalui pendekatan Operasi, Pemeliharaan, Optimalisasi, dan Rehabilitasi (OPOR), dan pembangunan infrastruktur sesuai Direktif Presiden.
“Sesuai arahan Bapak Presiden, fokus program tahun 2024, yakni menuntaskan seluruh pekerjaan konstruksi pada tahun 2024. Kecuali beberapa paket kegiatan pembangunan infrastruktur Multiyears Contract yang baru dimulai di Oktober 2023, seperti pembangunan Bendungan Cibeet, Cijuray, Karangnongko, Pelosika, Cabean, dan Jalan Lingkar Nias,” kata Basuki dalam Rapat Kerja bersama Komisi V DPR RI di Jakarta, Senin 1 April 2024.

Basuki menambahkan, pagu anggaran Kementerian PUPR TA 2024 akan digunakan untuk kegiatan bidang sumber daya air sebesar Rp48,84 triliun, antara lain untuk melanjutkan pembangunan 28 bendungan terdiri dari dua bendungan baru (Bendungan Pelosika di Sulawesi Utara dan Kedunglanggar di Jawa Tengah), tujuh sudah konstruksi, dan 17 bendungan akan selesai.
Selain itu, Kementerian PUPR juga melanjutkan pembangunan jaringan irigasi seluas 33.334 hektare dan peningkatan irigasi seluas 184.103 hektare. Kemudian, pembangunan pengendali banjir dan pengaman pantai sepanjang 152,69 km, pembangunan prasarana air baku dengan kapasitas 2,9 m3/detik, dan pembangunan 24 embung antara lain Embung Tukad Unda (Bali), Embung KIPP-IKN (Kaltim) dan Embung Pulau Hiri (Maluku Utara).
Selanjutnya, kegiatan prioritas pada bidang jalan dan jembatan sebesar Rp56,56 triliun antara lain untuk peningkatan konektivitas jalan bebas hambatan sepanjang 50,8 kilometer (km), pembangunan jalan sepanjang 301,75 km, peningkatan aksesibilitas flyover/underpas/terowongan sepanjang 2.477 meter, pembangunan dan duplikasi jembatan sepanjang 5,45 km, preservasi rutin jalan sepanjang 47.763 km, jembatan nasional sepanjang 510 km, revitalisasi drainase dan jembatan gantung serta padat karya, dan dukungan Jalan dan Jembatan DPSP Borobudur (12,37 km).
Pada TA 2024, Basuki mengatakan, Kementerian PUPR mengalokasikan anggaran untuk infrastruktur permukiman sebesar Rp33,05 triliun untuk pembangunan dan peningkatan Sistem Penyediaan Air Minum (SPAM) dengan kapasitas 3.105 liter/detik, perluasan SPAM sebanyak 20.463 Sambungan Rumah, Sistem Pengelolaan Air Limbah Domestik dengan layanan 15.550 KK, Sistem Pengelolaan Persampahan dengan layanan 114.310 KK.
Kemudian, pengembangan bangunan gedung fasilitas publik seluas 37.880 m2, rehabilitasi dan renovasi sarana prasarana sekolah/madrasah sebanyak 485 unit yang tersebar di seluruh Indonesia, pembangunan dan rehabilitasi PTN/PTKIN sebanyak 23 unit, rehabilitasi dan renovasi pasar sebanyak 25 pasar, dan pembangunan sarana prasarana olahraga sebanyak 30 unit.
Selanjutnya, anggaran bidang perumahan sebesar Rp9,26 triliun dengan kegiatan prioritas Pembangunan Rumah Susun sebanyak 578 Unit (delapan Tower), Rusun MYC 2023-2024 sebanyak 2.316 Unit (56 Tower), serta Lanjutan Pembangunan Rusun ASN, TNI, dan Polri di IKN sebanyak 2.585 Unit (47 Tower).
Terdapat juga Lanjutan Pembangunan Rumah Khusus seperti Pembangunan Rumah Tapak Jabatan Menteri di IKN sebanyak 36 Unit dan Rumah Khusus pascabencana dan konflik sosial di Lebak (Banten) & Pulau Haruku (Maluku) sebanyak 553 Unit. Pembangunan Rumah Swadaya skema BSPS melalui Program Padat Karya sebanyak 55.046 unit, dan Pembangunan PSU sebanyak 17.776 unit untuk perumahan MBR.
Sementara itu, pelaksanaan kegiatan pembangunan infrastruktur dengan pola Padat Karya Tunai (PKT) tahun 2024 juga tetap dialokasikan dengan besaran yang signifikan. (asp)
