SIARDAILY, Jakarta – Pembangunan Jalan Tol Semarang – Demak sepanjang 26,84 kilometer di Semarang, Jawa Tengah, sedang dikebut pemerintah. Sebagai upaya mempercepat pembangunan sejumlah jalan tol di berbagai daerah, dalam rangka meningkatkan konektivitas antardaerah dan meningkatkan perekonomian masyarakat.
Staf Ahli Menteri Pekerjaan Umum dan Perumahan Rakyat (PUPR) Bidang Teknologi, Industri, dan Lingkungan, sekaligus Juru Bicara Kementerian PUPR, Endra S. Atmawidjaja mengatakan, Jalan Tol Semarang-Demak merupakan proyek strategis nasional (PSN) yang direncanakan sebagai ruas komplementer dari Jalan Nasional Pantura Jawa, yang menghubungkan Semarang – Demak – Gresik – Surabaya.
“Mengingat peran vitalnya sebagai jalur logistik di Utara Jawa, penyelesaian Ruas Tol Semarang – Demak sudah ditunggu masyarakat. Keberadaan Ruas Tol Semarang – Demak akan menambah kapasitas jalan, sekaligus mengurangi beban lalu lintas di Jalan Pantura Jawa yang sudah sangat padat dan sering mengalami kemacetan,” kata Endra dalam keterangan resminya, Sabtu 4 Mei 2024.

Bertindak sebagai Badan Usaha Jalan Tol (BUJT) adalah PT PP Semarang Demak (PPSD) yang menggunakan skema SBO-T (Supported, Build, Operate, and Transfer). Jalan tol tersebut terdiri atas porsi investasi BUJT pada ruas Sayung – Demak sepanjang 16,31 km yang berada di daratan dan telah beroperasi sejak 25 Pebruari 2023.
“Sedangkan porsi pemerintah pada ruas Semarang – Sayung sepanjang 10,64 km yang berada di atas laut dan terbagi menjadi tiga paket yang saat ini dalam tahap konstruksi dengan progres fisik secara keseluruhan mencapai 9,25 persen. Target penyelesaian konstruksi keseluruhan paket tersebut adalah pada Februari 2027,” ungkap Endra.
Untuk porsi pemerintah, kontraktor pelaksana Paket 1A adalah Hutama Karya (HK) dan Beijing Urban Construction Group (BUCG), Paket 1B adalah Pembangunan Perumahan (PP), Wijaya Karya (WIKA) dan China Road and Bridge Corporation (CRBC) serta Paket 1C adalah Adhi Karya dan Sinohydro. Sebagian dana pembangunan proyek ini bersumber dari Pinjaman Luar Negeri.
Menurut Endra, kehadiran Tol Semarang – Demak diharapkan dapat semakin melengkapi konektivitas jaringan jalan di wilayah Jawa Tengah bagian Utara, sekaligus menjadi penghubung kawasan strategis seperti pelabuhan, bandara, kawasan industri, dan kawasan pariwisata religi khususnya di wilayah Demak.
Di samping itu, dengan pembangunan jalan tol yang terintegrasi dengan tanggul laut ini, diharapkan permasalahan banjir rob di Semarang Timur khususnya Kaligawe – Sayung yang mengakibatkan kerugian ekonomi cukup signifikan, dapat teratasi pada akhir 2024. Terlebih dengan terbangunnya tanggul hingga tujuh lapis timbunan dan beroperasinya Rumah Pompa pada Kolam Retensi Terboyo dan Sriwulan. (asp)
