SIARDAILY, Nusa Tenggara Barat – Direktorat Rumah Susun Direktorat Jenderal Perumahan Kementerian Pekerjaan Umum dan Perumahan Rakyat (PUPR) terus berupaya mempercepat penghunian dan serah terima rumah susun atau rusun yang terbangun.
Untuk itu, Kementerian PUPR selain mendata rusun yang ada, juga berharap kepada pengusul bantuan agar menerima aset hunian vertikal sehingga bisa dimanfaatkan masyarakat.
“Kami terus akan berupaya, agar aset rusun yang dibangun Pemerintah Pusat dengan dana APBN ini bisa segera diserahterimakan kepada pengusul bantuan,” ujar Direktur Rumah Susun Direktorat Jenderal Perumahan Kementerian PUPR, Aswin Grandiarto Sukahar, dalam kegiatan Rapat Koordinasi Percepatan Penghunian dan Serah Terima Aset Rumah Susun di Kabupaten Lombok Barat, Nusa Tenggara Barat, Senin 10 Juli 2023.

Aswin mengatakan, sesuai arahan Direktur Jenderal Perumahan, pihaknya akan mengoptimalkan tugas dan fungsi Direktorat Rusun Direktorat Jenderal Perumahan Kementerian PUPR, guna melaksanakan penyiapan perumusan kebijakan dan pelaksanaan kebijakan di bidang penyelenggaraan penyediaan rusun, perencanaan teknik, penyusunan standar dan pedoman, pemberian bimbingan teknis dan supervisi penyediaan, penghunian dan pengelolaan, serta pemantauan dan evaluasi penyediaan rusun.
Sementara itu, Rapat Koordinasi Percepatan Penghunian dan Serah Terima Aset Rusun dilaksanakan selama tiga hari, mulai Senin hingga Rabu tanggal 10 – 12 Juli 2023. Sedangkan tujuannya, untuk meningkatkan koordinasi dengan berbagai pihak untuk mencari solusi bersama dan penyelesaian permasalahan serah terima aset baik dari sisi sertifikat, pengelolaan bangunan gedung, dan pernyataan menerima barang milik negara (BMN).
Selanjutnya, adalah untuk penyelesaian permasalahan penghunian, misalnya belum adanya badan pengelola, verifikasi calon penghuni, dan perlu tidaknya adanya perbaikan rusun, serta menyusun target pelaksanaan penghunian rusun dan target penyelesaian kelengkapan dokumen serah terima aset
“Progres aset rusun yang sudah diserahterimakan hingga saat ini sebanyak 1.341 tower atau 61,83 persen. Sedangkan 261 tower atau 12,03 tower dalam proses serah terima dan 567 tower atau 26,14 persen dalam tahap pengumpulan dokumen,” tutur Aswin.
Pada kesempatan itu, Aswin juga menjelaskan, output dan target kegiatan Rakor adalah adanya Berita Acara Kesepakatan Pembahasan Target Penghunian dan Pemenuhan Kelengkapan Dokumen Serah Terima Aset Rusun yang ditandatangani oleh sejumlah pihak, di antaranya Sekretaris Daerah Pemerintah Kabupaten/Kota sesuai lokasi pembangunan Rusun, Kepala Balai Pelaksana Penyediaan Perumahan, perwakilan Ditjen Kekayaan Negara Kementerian Keuangan, perwakilan Biro BMN Setjen Kementerian PUPR, dan Sekretariat Direktrorat Jenderal Perumahan.
Sementara itu, Sekretaris Direktorat Jenderal Perumahan Kementerian PUPR, M. Hidayat meminta agar para pengusul bantuan rusun bisa bekerja sama dengan baik dalam proses serah terima aset. Rusun yang sudah dibangun, tentunya tidak gratis dan perku ada uang sewa yang terjangkau, untuk biaya perawatan dan pengelolaan, serta harus segera dihuni dan digunakan sebagaimana mestinya seperti pengusulan bantuan tersebut.
“Jangan sampai, ada rusun yang dibangun dengan dana APBN untuk MBR (masyarakat berpenghasilan rendah) berubah fungsi menjadi mess. Pengusul bantuan, baik Pemda dan perguruan tinggi sebenarnya bisa segera membentuk badan pengelola untuk menetapkam harga sewa bagi penghuni mulai Rp50 ribu hingga Rp100 ribu sesuai perhitungan sebagai upaya penertiban tata kelola keuangan dan BMN dan biaya perawatan aset rusun,” ujarnya.
