SIARDAILY, Jakarta – Sistem transaksi tol nontunai nirsentuh Multi Lane Free Flow (MLFF) akan dimulai penerapannya secara bertahap pada akhir tahun ini (2024). Namun, tidak ada penambahan biaya atau perubahan tarif tol bagi para pengguna jalan tol saat beralih ke sistem MLFF.
“Dari hasil uji coba pada Desember 2023 lalu di ruas tol Bali Mandara, masih ada beberapa hal yang harus dievaluasi, termasuk teknis dan manajerial. Saat ini, sudah ada solusi dari sisi manajerialnya. Saya optimis MLFF akan diimplementasikan secara bertahap dengan masih single lane atau hibrid masih dengan kartu (e-toll),” kata Menteri Pekerjaan Umum dan Perumahan Rakyat (PUPR) Basuki Hadimuljono pada acara The 19th Intelligent Transport System Asia Pasific Forum, Selasa 28 Mei 2024.

Basuki menambahkan, pelaksanaan MLFF akan diterapkan secara bertahap, yaitu Single Lane Free Flow (SLFF) dengan barrier dan tapping (hybrid) dan dilanjutkan dengan masa transisi, di mana diterapkan SLFF dengan barrier. Pada tahap selanjutnya, yaitu SLFF tanpa barrier dan MLFF secara penuh.
Dalam hal ini, teknologi yang digunakan tetap GNSS, sehingga tetap membutuhkan aplikasi Cantas untuk melakukan transaksi pembayaran tol. Nantinya, pelaksanaan SLFF akan diterapkan secara bertahap dimulai dari uji coba ruas Jalan Tol Bali Mandara. Kemudian, ketika sudah berhasil akan dilakukan perluasan layanan kepada ruas lainnya.
Ketika teknologi MLFF sudah mulai diimplementasikan pada seluruh jalan tol, pengguna wajib mendaftarkan data pribadi dan nomor kendaraan pada aplikasi Cantas sebelum memasuki jalan tol untuk mendukung kedisiplinan pengguna dalam melakukan pembayaran. Karena itu, pengguna jalan tol harus memperhatikan registrasi aplikasi Cantas dan kecukupan saldo sebelum memasuki jalan tol.
Basuki memastikan, nantinya tidak akan ada penambahan biaya atau perubahan tarif tol bagi para pengguna tol saat beralih ke sistem MLFF. “Tidak akan ada membebani pengguna tol dan BUJT (Badan Usaha Jalan Tol), termasuk tidak ada perubahan tarif dengan adanya MLFF ini,” ujarnya.
Ia melanjutkan, penerapan MLFF sendiri sudah ditetapkan menjadi salah satu Proyek Strategis Nasional (PSN), karena salah satu tujuan utamanya untuk memberikan kenyamanan bagi pengguna jalan tol, bukan untuk kepentingan BUJT atau pemerintah.
Kemudian, menjadikan proyek ini memiliki peran penting dan berdampak positif, serta akan melibatkan sinergi dari banyak sektor baik dari institusi maupun sektor industri. Hal ini, sekaligus menunjukkan keseriusan pemerintah dalam mewujudkan implementasi MLFF di jalan tol agar dapat terlaksana.
President Director of Roatex Indonesia Toll System, Attila Keszeg mengatakan, siap mendengar segala masukan dari Pemerintah Indonesia bahwa diperlukan transisi untuk menuju MLFF, termasuk masih butuh banyak sosialiasi ke masyarakat terutama terkait proses registrasi kendaraan.
“Proyek ini merupakan transformasi teknologi di jalan tol, khususnya dalam transaksi pembayaran. Kami terus bekerja sama dengan PUPR secara intensif untuk memulai penerapan tahapan MLFF di akhir tahun 2024,” kata Attila.
Sebagai informasi, saat sistem MLFF resmi diterapkan akan meniadakan antrean pada gerbang jalan tol dan mengurangi polusi udara akibat berhentinya kendaraan di gerbang tol. Selain itu, sistem MLFF ini sebagai wujud inovasi digitalisasi pembayaran tarif tol. (asp)
