SIARDAILY, Tokyo – Pemerintah Indonesia mengajak para investor dan mitra bisnis Jepang untuk berinvestasi di Ibu Kota Nusantara (IKN), karena sudah dijamin oleh landasan hukum yang kuat, yaitu Undang-Undang Nomor 3 Tahun 2022 tentang Ibu Kota Negara.
Pemerintah Indonesia telah membentuk Otorita IKN (OIKN) yang akan melaksanakan penyiapan, pembangunan, pemindahan, dan pengelolaan IKN. OIKN akan mendukung penuh para investor yang akan bergabung membangun IKN, melalui mekanisme Kerjasama Pemerintah dan Badan Usaha (KPBU).
Hal itu disampaikan Direktur Jenderal Cipta Karya Kementerian Pekerjaan Umum dan Perumahan Rakyat (PUPR), Diana Kusumastuti mewakili Menteri PUPR Basuki Hadimuljono, dalam acara Komite Ekonomi Jepang Indonesia Keidanren di Tokyo, Jepang, akhir Februari lalu (28/2/2023).
“Tahap pertama Pembangunan IKN berlangsung pada tahun 2022-2024, dengan fokus pembangunan yang pada WP (Wilayah Perencanaan)-I atau KIPP (Kawasan Inti Pusat Pemerintahan) seluas 6.671 ha (hektare). Dari luas tersebut, 49 persen di antaranya (3.271 ha) akan dipertahankan sebagai kawasan hutan,” kata Diana, dalam keterangannya.

WP-I dibagi menjadi tiga zona, yaitu Zona 1A (Pemerintahan Inti), Zona 1B (Pemerintahan-Pendidikan-Perumahan), dan Zona 1C (Pemerintahan – Kesehatan – Perumahan). Seluruh pembangunan konstruksi dilakukan dengan memanfaatkan Building Information Modeling (BIM) dan Geographic Information System (GIS).
Pembangunan infrastruktur IKN yang dilaksanakan Kementerian PUPR untuk tahap awal 2022- 2024, terdiri dari sekitar 63 proyek konstruksi dengan total biaya USD4,5 miliar atau Rp62 triliun yang seluruhnya berasal dari anggaran pemerintah. Hingga minggu ke-2 Februari 2023, beberapa proyek yang sudah terkontrak dengan total biaya USD1,58 miliar.
Pada kesempatan yang sama, Ketua Satgas Pembangunan Infrastruktur IKN, Danis Hidayat Sumadilaga menyampaikan detail pembangunan IKN yang meliputi konsep desain, pengembangan tata guna lahan dan zonasi, serta penyediaan infrastruktur dasar seperti jalan, air bersih, sanitasi, pengelolaan sampah, serta fasilitas utama pemerintahan.
Danis juga mengatakan, pembangunan IKN sebagai ekosistem perkotaan dilakukan dengan benar-benar memenuhi nilai kualitas kota yang terintegrasi dari parameter fungsional, visual, lingkungan menuju Smart Forest City IKN.
“Kementerian PUPR telah mulai membangun berbagai infrastruktur di IKN sebagai bukti kesungguhan Pemerintah membangun IKN,” kata Danis.
Sementara itu, acara tersebut juga dihadiri Duta Besar RI untuk Jepang, Heri Akhmadi; Menteri Perhubungan RI, Budi Karya Sumadi; dan Wakil Ketua Otorita IKN, Dhony Rahajoe. (as09)
