Jakarta, SIARD – Soelaeman Soemawinata terpilih menjadi Ketua Badan Kejuruan Teknik Kewilayahan dan Perkotaan (BK-TKP) Persatuan Insinyur Indonesia (PII) periode 2023-2026. Ia menggantikan Ketua BK-TKP PII sebelumnya, Lana Wiyananti.
Pelantikan dan pengukuhan dilakukan langsung oleh Ketua Umum PII Pusat, Danis H. Sumadilaga. Soelaeman akan didampingi Andira Reoputra sebagai Sekretaris BK-TKP PII.
Suasana pemilihan pimpinan badan kejuruan teknik yang memiliki tugas penting untuk meningkatkan mutu dan kompetensi insinyur profesional, khususnya urban planner tersebut berlangsung akrab dan demokratis dalam Konvensi BK-TKP PII Tahun 2023, yang diadakan di Hotel Ambhara, Jakarta, Kamis kemarin, 13 Juli 2023.
Beberapa nama calon ketua dari lintas profesi muncul dalam konvensi ini, namun dalam proses kontestasi semua calon akhirnya mendukung kepemimpinan Ketua Umum DPP Realestat Indonesia (REI) periode 2016-2019 tersebut.

Eman, demikian dia akrab dipanggil, menegaskan bahwa dalam tiga tahun mendatang BKTKP-PII akan terus berupaya meningkatkan mutu insinyur dan pengembangan keprofesian di bidang kewilayahan dan perkotaan, salah satunya melalui uji kompetensi insinyur.
Selain itu, BKTKP-PII juga menargetkan peningkatan jumlah sarjana teknik yang berhak menyandang gelar insinyur di Indonesia, guna memenuhi pengembangan keprofesian di masa depan.
“Langkah ini sesuai dengan amanat Menteri Pekerjaan Umum dan Perumahan Rakyat (Basuki Hadimuljono) kepada saya dan PII untuk menjadikan ST (sarjana teknik) atau sarjana terapan bidang teknik lainnya menjadi insinyur semua. Salah satunya, lewat kemudahan-kemudahan untuk mendapatkan titel insinyur,” ujar Eman yang sebelumnya merupakan Wakil Bendahara Umum PII.
Undang-Undang Nomor 11 Tahun 2014 tentang Keinsinyuran menyebutkan untuk memperoleh gelar profesi insinyur, maka sarjana bidang teknik atau sarjana terapan bidang teknik harus lulus dari Program Profesi Insinyur dan tercatat di PII.
Menurut Eman, penyenggaraan Program Profesi Insinyur dilakukan oleh perguruan tinggi yang menyelenggarakan program tersebut. Saat ini, penyelenggaraan program berlangsung sekitar enam bulan. Tapi ke depan, BK-TKP PII berupaya bisa dilakukan dalam waktu yang lebih singkat dan lebih mudah, sehingga biayanya juga bisa lebih murah.
“Upaya ini, untuk mengejar peningkatan jumlah insinyur lewat Program Profesi Insinyur, sedikitnya 1.000 insinyur per tahun,” ujar Eman.
Saat ini, baru ada sekitar 76 insinyur urban planner yang lulus lewat program profesi tersebut dan berhak memakai gelar insinyur. “Kita target, setidaknya bisa menghasilkan 1.000 insinyur per tahun. Akan kita upayakan agar waktunya lebih singkat, bahkan bisa secara online. Biaya juga akan lebih terjangkau, sehingga dapat diakses banyak urban planner,” tutur Eman.
BKTKP-PII juga akan memperkuat sosialisasi Program Profesi Insinyur ini ke beberapa instansi kementerian atau lembaga terkait yang banyak mempekerjakan urban planner. Selain meningkatkan kerjasama pendidikan dengan perguruan tinggi yang menyelenggarakan Program Profesi Insinyur. “Kurikulum uji kompetensi akan dipertajam tapi lebih ringan, dan asesor (tim penilai) akan ditambah,” tegasnya.
Dia berharap, lewat peningkatan mutu secara berkelanjutan, profesi urban planner dapat menjawab tantangan dan hambatan di masa mendatang. Terlebih, supaya perencanaan kawasan, wilayah dan kota dapat aplikatif, baik secara komersial, sosial, dan lingkungan.
“Itu menjadi tantangan kita, dalam mengimplementasikan profesi perencana ini ke depan. Perencanaan itu, baik dan berguna jika dia bisa mengubah sesuatu hal menjadi lebih baik,” ungkap Eman.
Sementara itu, Ketua Umum PII Pusat, Danis Hidayat Sumadilaga berharap, pengalaman Soelaeman Soemawinata yang merupakan lulusan pendidikan perencanaan wilayah dan perkotaan yang berkecimpung di bisnis properti akan mampu menjadikan BKTKP-PII berkinerja lebih baik. “Tentu, diharapkan bisa memberikan kontribusi positif bagi bangsa dan negara,” ujarnya.
