SIARDAILY, Sumut – Pemerintah melalui Kementerian Pekerjaan Umum dan Perumahan Rakyat (PUPR) secara bertahap terus menyelesaikan penanganan jalan daerah sesuai dengan Instruksi Presiden (Inpres) Nomor 3 Tahun 2023 tentang Percepatan Peningkatan Konektivitas Jalan Daerah.
Staf Ahli Menteri PUPR Bidang Teknologi, Industri, dan Lingkungan, sekaligus Juru Bicara Kementerian PUPR, Endra S. Atmawidjaja mengatakan, khusus di Provinsi Sumatera Utara, telah diselesaikan penanganan jalan daerah pada 30 ruas yang selesai dikerjakan pada tahun lalu (2023).
“Lokasinya tersebar di 19 kabupaten/kota, dengan biaya sebesar Rp1,2 triliun dan total panjang 224 km (kilometer). Program IJD (Inpres Jalan Derah) Sumut tersebar di empat kawasan/koridor, yakni di Lintas Timur, Lintas Tengah, Lintas Barat, dan di Kawasan Nias,” kata Endra, dikutip dari keterangan resminya, Minggu 18 Februari 2024.

Salah satu ruasnya adalah yang ditinjau Presiden Joko Widodo bersama Menteri PUPR, Basuki Hadimuljono pada Mei 2023 lalu, yaitu ruas Jalan Gunting Saga – Teluk Binjei di Kabupaten Labuhan Utara (Labura) sepanjang 5 km dengan biaya penanganan Rp41,6 miliar.
“Di Kabupaten Labuhan Utara tersebut, juga telah selesai penanganan IJD ruas Teluk Binjei – Tanjung Leidong sepanjang 3 km, dengan biaya peningkatan jalan sebesar Rp29,4 miliar,” ujar Endra.
Selain menyelesaikan penanganan IJD, Kementerian PUPR juga menyelesaikan penanganan jalan rusak di kawasan Liang Melas Datas di Kabupaten Karo, yang juga dikenal dengan Jalan ke Kampung Jeruk atau Jalan Jeruk.
“Perbaikan jalan Jeruk yang rusak tersebut, berada pada ruas Kuta Bangun – Kuta Kendit sepanjang 37,2 km dan lebar 3,5 meter,” kata Endra.
Ditambahkan Endra, penanganan jalan daerah ini dibutuhkan utamanya oleh para petani jeruk untuk meningkatkan konektivitas antara sentra produksi perkebunan dan pertanian ke pasar. Sebelum ditangani, kondisinya sangat sulit dilalui dan hanya bisa dilintasi kendaraan offroad seperti mobil jeep dengan kecepatan rata-rata 5-10 km/jam.
Penanganan permanen dilakukan pada tahun 2022-2023, dengan biaya Rp163,74 miliar dengan menggunakan tiga jenis perkerasan, yaitu perkerasan lentur dengan bahu diaspal, perkerasan lentur dengan bahu Agregat Kelas S, dan perkerasan beton dengan bahu dibeton. Total lebar badan jalan menjadi 5,5 meter dan lebar saluran satu meter dengan pasangan batu dengan mortar.
Kawasan Liang Melas Datas secara administratif memiliki luas 85,19 km2 yang mencakup empat kecamatan, tujuh desa dan tiga dusun di Kabupaten Karo. Mayoritas penduduknya bermata pencaharian sebagai petani jeruk, jagung, cabai, dan kemiri. (asp)
