SIARDAILY, Aceh – PT Hutama Karya memastikan penyelesaian Jalan Tol Trans Sumatera (JTTS) sesuai rencana, khususnya pengusahaan jalan tol yang akan menghubungkan dua provinsi di bagian utara Pulau Sumatera.
Untuk mewujudkan harapan itu, Hutama Karya mencatatkan progres signifikan dari pembangunan fisik dua ruas jalan tol, yakni Jalan Tol Sigli – Banda Aceh Seksi I (Padang Tiji – Seulimeum) dan Jalan Tol Binjai – Pangkalan Brandan Seksi 3 (Tanjung Pura – Pangkalan Brandan).
Executive Vice President (EVP) Sekretaris Perusahaan Hutama Karya, Adjib Al Hakim mengatakan, pembangunan kedua jalan tol tersebut sangat progresif dan Hutama Karya menargetkan rampung pada akhir tahun ini (2024).
“Secara akumulasi, progres konstruksi jalan tol yang akan menghubungkan provinsi Aceh dan Sumatra Utara sudah mencapai lebih dari 93 persen. Karena, untuk kedua jalan tol ini sebenarnya sudah beroperasi hampir seluruhnya dengan menyisakan pengerjaan satu seksi dari masing-masing ruas jalan tol,” ujar Adjib dikutip dari keterangan resminya, Senin 6 Mei 2024.

Lebih rinci, Adjib menjelaskan, progres konstruksi Jalan Tol Sigli – Banda Aceh Seksi I (Padang Tiji – Seulimeum) dengan panjang mainroad 25 kilometer, hingga 30 April 2024, mencapai 84,77 persen, dengan progres pengadaan lahan 87,95 persen. Adapun Jalan Tol Sigli – Banda Aceh Seksi II – VI (Seulimum – Blang Bintang) telah beroperasi, dengan rata-rata Volume Lalu Lintas (VLL) 3.000 kendaraan setiap harinya.
Sementara itu, dari periode yang sama, progres pembangunan Jalan Tol Binjai – Pangkalan Brandan Seksi 3 (Tanjung Pura – Pangkalan Brandan) dengan panjang mainroad 18,9 km mencapai 91,80 persen, dengan progres pengadaan lahan sebesar 100 persen. Adapun untuk Seksi 1 – 2 (Binjai – Tanjung Pura) telah beroperasi, dengan rata-rata Volume Lalu Lintas (VLL) 9.000 kendaraan setiap harinya.
Hutama Karya optimistis terhadap pemenuhan target konstruksi dengan penggunaan sejumlah teknologi digitalisasi konstruksi seperti implementasi Building Information Modelling (BIM) pada proses desain, hingga konstruksi.
Secara akumulasi, kedua jalan tol ini juga akan dilengkapi sejumlah fasilitas struktur di antaranya seperti dua Gerbang Tol, dua Simpang Susun, Jumlah Lajur 2×2, dan Lebar Lajur 3,6 meter. Lalu kecepatan rencana kedua jalan tol ini adalah 100 km/jam. Sementara itu, untuk memberikan kenyamanan bagi pengguna jalan tol, Hutama Karya juga tengah menyelesaikan konstruksi Tempat Istirahat Pelayanan (TIP) Tipe A sebanyak tiga pasang.
Kehadiran jalan tol ini diharapkan dapat memperlancar konektivitas antar Provinsi Nanggroe Aceh Darussalam (NAD) dan Sumatra Utara (Sumut), mempersingkat waktu tempuh perjalanan lebih efisien, penurunan biaya transportasi, serta menstimulasi pertumbuhan ekonomi setempat.
Saat ini, pembangunan infrastruktur di dua provinsi tersebut menjadi fokus pemerintah. Hal itu ditunjukkan dengan dukungan dari Pemerintah Pusat yang didapatkan Hutama Karya, melalui Peraturan Presiden (Perpres) Nomor 42 Tahun 2024 tentang Perubahan Ketiga atas Peraturan Presiden (Perpres) Nomor 100 Tahun 2014 tentang Percepatan Pembangunan Jalan Tol di Sumatera.
“Dalam perpres baru, sejumlah jalan tol yang akan memperkuat jaringan jalan tol di bagian utara Sumatera masuk dalam pembangunan tahap III, di mana sebelumnya jalan tol ini berada pada daftar pembangunan tahap IV,” tutur Adjib.
Adapun daftar pengusahaan ruas jalan tol tahap III sebagaimana dimaksud dalam Pasal 2 ayat (4) huruf c meliputi ruas Jalan Tol Dumai – Sp. Sigambal – Rantau Prapat, ruas Jalan Tol Rantau Prapat – Kisaran, ruas Jalan Tol Langsa – Lhokseumawe, dan ruas Jalan Tol Lhokseumawe – Sigli.
Sebagai informasi, berdasarkan Peraturan Menteri Koordinator Bidang Perekonomian Nomor 7 Tahun 2023 tentang Perubahan Ketiga Atas Peraturan Menteri Koordinator Bidang Perekonomian Nomor 7 Tahun 2021 Tentang Perubahan Daftar Proyek Strategis Nasional (PSN) pembangunan JTTS merupakan bagian dari Proyek Strategis Nasional (PSN) dalam rangka pengembangan sistem jaringan infrastruktur jalan tol di Indonesia.
