SIARDAILY, Jakarta – Direktur Rumah Umum dan Komersial Direktorat Jenderal Perumahan Kementerian PUPR, Fitrah Nur mengungkapkan, pihaknya mengajak sejumlah asosiasi pengembang perumahan di Indonesia untuk menyusun desain prototipe atau purwarupa rumah sederhana.

Tujuannya adalah untuk mendukung kemudahan bagi pelaku usaha pada tahap permohonan Persetujuan Bangunan Gedung (PBG) bagi perumahan masyarakat berpenghasilan rendah (MBR), serta ditetapkannya desain prototipe rumah sederhana melalui SE Direktur Jenderal Perumahan dan pencantuman desain tersebut ke dalam SIMBG.

Desain tersebut, telah dilakukan review dan pembahasan oleh para tenaga ahli dan pihak terkait, untuk memastikan pemenuhan standar teknis dari sisi strutural, arsitektural, dan mechanical, electrical, and plumbing (MEP).

Desain diharapkan telah menerapkan ketentuan pokok tahan gempa dan konsep green building atau green housing, mempertimbangkan kondisi geologis dan geografis, kebutuhan pembangunan dan mempertimbangkan kemudahan pelaksanaan konstruksi.

Fitrah mengatakan, desain prototipe rumah sederhana dikembangkan berdasarkan penjaringan usulan desain dari para asosiasi pelaku pembangunan perumahan. “Kami sampaikan terima kasih dan apresiasi kepada Assosiasi REI, Apersi, Himperra, PIN, Aperindo yang telah menyampaikan usulan desain rumah sederhana,” ujarnya dalam keterangan resminya.

Dia berharap, dengan adanya desain prototipe atau purwarupa rumah sederhana ini, semoga dapat memberikan manfaat, di antaranya dapat memberikan alternatif desain rumah sederhana baik kepada pelaku pembangunan perumahan maupun masyarakat dalam pemenuhan kebutuhan rumah layak huni dan mempermudah, serta mempercepat proses persetujuan PBG, sehingga dapat mendorong suplai rumah layak huni bagi MBR.

Seperti diketahui, Kementerian Pekerjaan Umum dan Perumahan Rakyat (PUPR) melalui Direktorat Rumah Umum dan Komersial Direktorat Jenderal Perumahan Kementerian PUPR melakukan penjaringan usulan desain prototipe atau purwarupa rumah sederhana untuk MBR.

Hal tersebut, diperlukan dalam rangka mendukung kemudahan bagi pelaku usaha pada tahap permohonan Persetujuan Bangunan Gedung (PBG) bagi perumahan MBR.

“Kami tengah mengembangkan desain prototipe atau purwarupa rumah sederhana untuk MBR. Kami ingin rumah sederhana untuk masyarakat tetap memiliki kualitas yang baik,” ujar Direktur Jenderal Perumahan Kementerian PUPR, Iwan Suprijanto, diwakili Sekretaris Direktorat Jenderal Perumahan Kementerian PUPR, M Hidayat, dalam kegiatan Sharing Session terkait Desain Prototipe/Purwarupa Rumah Sederhana dan Perizinan Pembangunan Perumahan di Jakarta, Senin 1 April 2024.

Iwan menjelaskan, sektor perumahan dan kawasan permukiman memberikan kontribusi positif dalam pertumbuhan ekonomi, baik secara nasional maupun di tingkat daerah. Namun, dalam proses bisnisnya, sektor ini juga tidak luput dari berbagai permasalahan. Salah satunya, terkait perizinan pembangunan perumahan, termasuk rumah bersubsidi bagi MBR.

Lebih lanjut, Iwan menerangkan, ada sejumlah kendala proses PBG dan Sertifikat Laik Fungsi (SLF) yang dialami oleh masyarakat dan para pelaku usaha perumahan, khususnya rumah sederhana subsidi di berbagai daerah.

Hal ini, tentunya memberikan dampak yang kurang baik dalam upaya pemenuhan kebutuhan hunian layak bagi masyarakat, khususnya MBR.

“Guna menjawab permasalahan tersebut dan dalam rangka menciptakan iklim investasi, serta fasilitasi kemudahan perizinan berusaha, pemerintah perlu mengambil langkah strategis, salah satunya dengan penyederhanaan proses PBG melalui penerbitan variasi purwarupa rumah sederhana. Melalui upaya ini, diharapkan para pelaku usaha perumahan, khususnya rumah subsidi bagi MBR dapat terfasilitasi,” tuturnya. (asp)
