SIARDAILY, Jakarta – PT Gudang Garam (Tbk) bersama Pemerintah Pusat, Pemerintah Provinsi Jawa Timur, dan PT Penjaminan Infrastruktur Indonesia (PII) akan membangun Jalan Tol Kediri – Tulungagung sepanjang 44,17 kilometer.

Pembangunan jalan tol yang berada di Provinsi Jawa Timur ini, merupakan salah satu proyek Kerja sama Pemerintah dengan Badan Usaha (KPBU) atas Prakarsa Badan Usaha (unsolicited).

Kepala Badan Pengatur Jalan Tol (BPJT) Kementerian Pekerjaan Umum dan Perumahan Rakyat (PUPR), Miftachul Munir mengatakan, pembangunan Jalan Tol Kediri – Tulungagung yang diprakarsai Gudang Garam memiliki nilai investasi sebesar Rp9,92 triliun, dengan masa konsesi selama 50 tahun. Adapun Badan Usaha Jalan Tol (BUJT) pengelolanya, yaitu PT Surya Sapta Agung Tol.

“Jalan tol Kediri – Tulungagung sepanjang 44,17 km ini terdiri dari akses Bandara Dhoho di Kediri sepanjang 6,82 km, dan main road sepanjang 37,35 km termasuk jalan akses. Jalan Tol ini memiliki jumlah lajur 2×2 dan empat simpang susun yang berada di Bulawen, Kediri, Mojo, dan Tulungagung,” jelas Miftachul, dalam keterangan resminya, Rabu 28 Februari 2024.

Pembangunan jalan tol Kediri – Tulungagung direncanakan mulai konstruksi pada kuartal II tahun 2024. Sehingga, akses Bandara Dhoho di Kediri ditargetkan mulai beroperasi pada Maret 2025. Dilanjutkan, dengan mainroad yang akan menghubungkan Kediri – Mojo – Tulungagung yang akan beroperasi pada kuartal III-2025.

Sementara itu, pelaksanaan proyek ini ditandai dengan Penandatanganan Perjanjian Pengusahaan Jalan Tol (PPJT), Perjanjian Regres dan Perjanjian Penjaminan Jalan Tol Kediri – Tulungagung yang disaksikan secara langsung oleh Menteri Pekerjaan Umum dan Perumahan Rakyat (PUPR) Basuki Hadimuljono di Auditorium Kementerian PUPR, Selasa 27 Februari 2024.

“Terima kasih kepada Gudang Garam yang merencanakan pembangunan jalan tol Kediri – Tulungagung. Ini adalah keputusan bisnis yang sangat strategis, karena akan menghubungkan Tol Trans Jawa yang beroperasi dengan Jalur Pansela (Pantai Selatan),” kata Basuki.

Menurut Basuki, pembangunan Jalan Tol Kediri – Tulungagung akan memberikan dampak terhadap peningkatan perekonomian masyarakat sekitar. Terlebih, jalan tol ini berada di kawasan potensial agroindustri dan sumber daya laut. Selain itu, dapat mempercepat distribusi logistik, sehingga berdampak positif pada produktivitas industri dan pariwisata.

“Terima kasih atas kerja sama ini, karena telah mempercepat upaya pemerintah dalam meningkatkan konektivitas di Jawa Timur. Dan, atas kerja sama yang baik antarpara stakeholder ini, pembangunan Jalan Tol Kediri – Tulungagung pasti akan cepat terlaksana. Kementerian PUPR berharap, pembangunan jalan tol ini akan membawa keberkahan dan manfaat bagi masyarakat,” tambahnya.

Dalam pembangunan jalan tol ini, pemerintah melalui Kementerian PUPR memberikan dukungan teknis terkait kualitas konstruksi jalan tol. Mulai dari perencanaan desain, hingga proses pembangunan yang akan dimonitor oleh Direktorat Jenderal Bina Marga.

Serta, secara finansial oleh Direktorat Jenderal Pembiayaan Infrastruktur dan terkait pengusahaan yang akan dikoordinasikan melalui BPJT. Selain itu, pemerintah juga memberikan dukungan untuk memitigasi risiko pembangunan proyek tol ini melalui PT PII, Kementerian Keuangan. (asp)
