SIARDAILY, Jakarta – Pemerintah saat ini tengah menyiapkan enam ruas jalan tol baru yang akan difungsikan untuk kelancaran arus lalu lintas saat mudik Lebaran 2024. Pembangunan jalan tol tersebut, dalam rangka meningkatkan konektivitas antardaerah dan mendorong tumbuhnya perekonomian masyarakat.
Staf Ahli Menteri Pekerjaan Umum dan Perumahan Rakyat (PUPR) Bidang Teknologi, Industri, dan Lingkungan, Endra S. Atmawidjaja mengatakan, Kementerian PUPR terus meningkatkan layanan infrastruktur jalan dan jembatan dari tahun ke tahun, ditandai dengan bertambahnya ruas-ruas jalan tol baru.
Total panjang jalan tol di Indonesia hingga di tahun ini sepanjang 2.836 kilometer yang tersebar di Pulau Sumatera (884 km), Pulau Jawa (1.783 km), Pulau Bali (10 km), Pulau Kalimantan (97 km), dan Sulawesi (62 km).
“Sampai saat ini, kita sudah punya sekitar 2.900 km jalan tol operasional dan sebagian fungsional. Ruas tol ini merupakan backbone untuk mendukung kelancaran mudik Lebaran dengan moda transportasi darat,” kata Endra, yang juga sebagai Juru Bicara Kementerian PUPR, dalam keterangan resminya, Selasa 26 Maret 2024.

Endra mengatakan, khusus untuk mudik Lebaran tahun 2024, terdapat enam ruas jalan tol di Jawa dan Sumatera yang siap difungsikan sepanjang 163,1 km. Ruas tol tersebut akan menyambungkan ruas-ruas eksisting yang penting.
Beberapa ruas yang sudah beroperasi sebelumnya adalah Tol Cileunyi-Sumedang-Dawuan (Cisumdawu), Tol Pasuruan-Probolinggo (seksi 4A Probolinggo Timur-Gending), dan Tol Ciawi-Sukabumi (Seksi 2 Cigombong-Cibadak).
“Sebagai tambahan di 2024, kita bisa fungsikan Tol Jakarta Cikampek (Japek) II Selatan dari arah Sadang ke Kutanegara sekitar 8,5 km. Kemudian tidak kalah penting Tol Yogyakarta-Solo, ruas Kartosuro-Karanganom (Klaten) sepanjang 22,3 km, yang bisa memecah lalulintas hampir sepertiga jarak antara Solo-Yogyakarta,” kata Jubir Endra.
Ruas tol yang siap fungsional lainnya adalah Tol Cimanggis-Cibitung untuk ruas Cikeas-Cibitung sepanjang 19 km. Jalan Tol Cimanggis Cibitung merupakan bagian dari struktur jaringan Jakarta Outer Ring Road (JORR 2) terkoneksi antar ruas tol di kawasan Metropolitan Jabodetabek sebagai pusat kegiatan nasional.
“Tol Cimanggis-Cibitung kita fungsikan, dengan harapan masyarakat dari arah Pamulang, Depok, Tangerang bisa masuk ke JORR-2 dan langsung ke Cikampek, sehingga mengurangi penumpukan di dalam kota,” ujar Endra.
Kementerian PUPR juga melakukan pelebaran lajur ruas Cikampek-Palimanan sepanjang 14 km dari KM 71-KM 85. Pelebaran lajur dari tiga lajur menjadi empat lajur untuk menambah kapasitas jalan tol.
Selain membuka tol fungsional baru di pulau Jawa, Kementerian PUPR bersama Badan Usaha Jalan Tol (BUJT) juga akan membuka tiga ruas tol fungsional di Pulau Sumatera, yakni Tol Kuala Tanjung-Tebing Tinggi-Parapat seksi 2 Kuala Tanjung-Indrapura dan seksi 3-4 Sinasak-Seribu Dolok (56,6 km), Tol Bangkinang-Tanjung Alai (24,7 km), dan Tol Indrapura-Kisaran seksi 2 Limapuluh-Kisaran (32 km).
“Jadi, dengan adanya tambahan ruas tol fungsional ini, kita tidak hanya mengantisipasi saat mudik Lebaran saja, tetapi juga mempermudah akses pariwisata. Ke titik-titik destinasi pariwisata yang akan dipadati pengunjung karena masa liburnya panjang,” kata Jubir Endra.
Sementara itu, anggota Badan Pengatur Jalan Tol (BPJT) Unsur Masyarakat, Tulus Abadi mengatakan, selain jalan tol, pelayanan kepada pengguna jalan tol yang tidak kalah penting adalah keberadaan Tempat Istirahat dan Pelayanan (TI/TIP) atau rest area. Saat ini, telah tersedia 134 TIP tipe A,B,C di seluruh jalan tol di Indonesia.
“Kita sudah sosialisasikan kepada BUJT untuk dua hal, tidak ada jalan berlubang dan menambah toilet portable di rest area. Mungkin tantangan terbesar pengelolaan mobilitas rest area adalah mendorong para pemudik memanfaatkan rest area secara bergantian dan lebih maksimal agar tidak ada kendaraan parkir di badan jalan tol,” kata Tulus Abadi, saat diskusi Forum Merdeka Barat (FMB) 9 di Jakarta, Senin 25 Maret 2024.
Tulus mengimbau kepada para pengguna jalan tol untuk terus mematuhi aturan berkendara, selalu mengecek kondisi kendaraan, dan mengutamakan keselamatan bukan kecepatan untuk tetap selamat sampai tujuan. Diharapkan, masa mudik Lebaran tahun ini angka kecelakaan lalu lintas berkurang, bahkan bisa nihil accident.
“Kami imbau cek betul kondisi ban dan badan Anda, kita konsen betul dengan keselamatan karena memang menurut data kami kecelakaan di jalan tol sebagian besar disebabkan karena pecah ban dan mengantuk,” tambah Tulus.(asp)
